SPECIAL RIGHTS OF APPLICANTS

Information about the special rights of applicants for bachelor's degree programs and programs specialty within a special quota

30. The right to receive training within a special quota is granted to: children with disabilities, disabled people of groups I and II, disabled since childhood, disabled due to military injury or illness received during military service;

orphans and children left without parental care, as well as veterans of military operations.

31. The following people have a preferential right to be enrolled:

1) orphans and children left without parental care;

2) children with disabilities, disabled people of groups I and II;

3) citizens under the age of twenty who have only one disabled parent of group I, if the average family income is lower than the living wage established in the region of the Russian Federation where these people live;

4) citizens who were exposed to radiation as a result of the disaster on the Chernobyl nuclear power station;

5) children of military officers who died during their military service or died as a result of injury (injury, injury, contusion) or diseases, received in the performance of military service duties, including participation in anti-terrorism operations and (or) other activities to fight terrorism;

6) children of deceased (dead) Heroes of the Soviet Union, Heroes of the Russian Federation and recipients of the Award of Glory;

7) children of employees of Internal Affairs, Federal military service of the Russian Federation, institutions of criminal–executive system, Federal fire service of the State fire service, organizations that control the circulation of drugs and psychotropic substances, customs authorities, the Investigative Committee of the Russian Federation who dead (deceased) as a result of injury or other damage to health, received in connection with the performance of official duties, or as a result of diseases received during their service in these institutions and children who were dependent on them;

8) children of prosecutors who have died as a result of injury or other damage to health during the period of service in the Prosecutor's office or after dismissal as a result of harm to health in connection with their official activity;

9) military officers who perform military contract service and the duration of military contract service is not less than three years, as well as citizens who have completed military service and are applying to the University according to the recommendations of commanders which are issued to citizens in accordance with the procedure established by Federal Executive authority in which the Federal law military service is provided;

10) citizens who have served for at least three years in military contract service in the Armed Forces of the Russian Federation, other troops, military formations in military positions and dismissed from military service by the grounds provided for in sub-paragraphs " b " – " d "of paragraph 1, sub-paragraph "a" of paragraph 2, and subparagraphs " a " – " b " of point 3 of article 51 of the Federal law signed in March 28, 1998 No. 53–Federal Law "Military duty and military service";

11) disabled veterans, participants of military actions and combat veterans who are among the people mentioned in subparagraphs 1-4 of point 1 of article 3 of the Federal law of 12 in January 1995 No. 5-FZ "Veterans";

12) citizens who directly participated in nuclear weapons tests, combat radioactive substances in the atmosphere, nuclear weapons underground, in activities with the use of such weapons and combat radioactive substances before the date of the specified tests termination, direct participants of elimination of radiation accidents at nuclear installations surface and underwater ships and other military installations, direct participants who collected and disposed radioactive substances, as well as direct participants who eliminated the consequences of these accidents (military personnel and people from among the civilian personnel of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of internal Affairs of the Russian Federation, military personnel and employees of the Federal service of the national army guard of the Russian Federation, people who served in the railway troops and other military formations, employees of internal Affairs bodies of the Russian Federation, the Federal fire service of the State fire services);

13) military personnel, employees of the Federal service of the national guard troops of the Russian Federation, internal Affairs bodies of the Russian Federation, Criminal–executive system, Federal fire service of the State fire services that performed tasks in the context of an armed conflict in the Chechen Republic and its territories classified as an armed conflict zone and specified military personnel performing tasks during anti-terrorism operations in the North Caucasus region.
